converting public to private records #263

What steps will reproduce the problem?
1. I clicked on ten private records in list view
2. I tried to convert all of them to public records
3.

What is the expected output? What do you see instead?
No action taken. Hint: Only validated occurrences can be vetted and only
vetted occurrences can be unvetted.

What version of the product are you using? On what operating system?
Vista

Although it gave that error message it did actually convert them to public.
