Former members that were at past events, fail inclusion test #130

I have set my rules to require all members to be in at least one category/group. I have a former member that was in a past-event, that is failing the check.

Other former members do not have this issue.

Note, this is the same issue as observed with the Category Report native to Admidio. https://github.com/Admidio/admidio/issues/1492
