Add wiki guide to *-IBFile functions #36

Additional help and examples relating to the new Send-IBFile and Receive-IBFile functions will be useful.

First revision of the guide is complete. Will add it to the wiki home page when 2.0 is released. Should also remember to update the REST examples page.
