Watershed Condition - Planned Values for Grass Swales #18

In all the planned strategies, if a WATERSHED_8DIGIT is populated in the TMDL_PROJECT_CREDIT table, then all of the credit is placed in that watershed rather than being divided by the number of watersheds in the county. This functions correctly in the report for all strategies but Grass Swales. They need to also do this. This value will be added to the value already derived as a result of the SWM being split according to a certain percentage.

We can discuss the order in the morning if you need. Since Grass Swales has additional logic to it.
