Bug in NaCl-VSX: Breakpoints should be more lenient when finding addresses to break at #66

What steps will reproduce the problem?
1.  Set a breakpoint on a line of code that doesn't match an address
2.
3.

What is the expected output? What do you see instead?
gdb breaks at the next best address, VS doesn't stop at all.  I expect VS to 
behave the same way as gdb
