Add tao plugin and commands for retrieving chapter-lines from the Tao Te Ching, Addiss translation.

I'm going to feature request here being able to go ".tao farm", to search the tao te ching for lines with the word farm, and ".tao farm 3" for the 3rd match. The text is pretty short, so I should be able to go .tao farm oh not that one .tao farm 2
