Add button/console command to initiate a console message logging with selected engine

• [x] Add command to allow crafting a broadcast message to other players about your status with your current selected engine (or any other engine, providing it's mark & number).
• [x] allow the message to have an opt in for appending the area name the engine is near.
  • [ ] make the area name linkable, like engine name
• [ ] play a sound on submit, like walkie talkies, make them configurable by user if they wish to change out the sounds.
  • [ ] provide some, and randomly pick from the provided files in the mod folder.
