Disable Power Management Options II #445

I have a 64-bit windows 7 machine and the option of the welcome screen after 
screensaver is enabled (which causes a bug in windows if it is set up like this 
depending on a specific coding used). I've just tested it and only the screen 
timeout does not come on. I put my screensaver to 1 minute to test and it still 
comes on. I was thinking that it could be coded to where none of the power 
options activate like on the VLC Player, Zsnes, Mame, etc. I am using NULLDC 
Optimized r139.
