Create security vulnerability report section #24

Feedback from Mozilla indicates we should have a separate security vulnerability report section/page. This is definitely an aspect we have skimped on.

One simple way of doing so is to:

  1. Create a private repo to manage private security issues
  2. Use Google Forms to link a form to create security issues in the private repo

We've previously done this for ISO/TC 211 for feedback to Geolexica.org.

This is somewhat linked to #23 , but does not constitute a dependency to it.
