To unlock transmit UHV use reset to factory: PTT + Monitor (side button lower) + # Then you'll see FACTORY on the screen. Do this after programming with Chirp. This is similar to, but different from, factory reset for UV-5Rs.

Not sure about when to do it; whether before, after Chirp. Unclear. Note too that holding MENU while turning on may enable/disable VFO mode.
