Description

This PR looks big but it's actually fairly small.

The main aim is that it moves the Dockerfile from bahis-infra into bahis-data.

It also does some refactoring and refining of scripts.

Finally it updates the readme, which is probably your starting point for this code review.

Dependency Changes

I updated Pipfile, removing things not apparently needed and pinning version numbers. The Pipfile.lock was also updated.

Documentation

The README.md has been updated.
