ActionBar class for api >15

This class should assist with the implementation of the actinbar, and the 
indvidual uses for it.  Some listed below:

1.  Tabbed Navigation
2.  Drop-down navigation
3.  Content providers
4.  split action bar implementation
5.  app icon navigation
6.  Action views

I might be able to help with getting this up and running initially as I am in 
the process of teaching myself now.  if i get a working class I will send to 
you for review.
