roam.config file blank on load of Roam

For some reason, some installs of Roam are saving the roam.config as empty on exit or crash meaning that on next load Roam won't load.

This should have been fixed in the past but seems to be still happening.

Fix for this will be:

• Save any users updated user setting options into %APPDATA%/Roam and not in roam.config
• Don't ever save back roam.config from Roam itself as it should be read only on load.
