This PR brings the ULX3S clock to 50 MHz (on par with de10nano) so that the design performs similarly ; in particular, resolves the duplicated characters in terminal and TPU. UART seems stable, at least on my setup (putty terminal, Windows 10, 115200 bauds, 8 bits no parity, 1 stop bit).
