Adding selection of directories containing charts to chart installer #3

Hi Rob:

I am afraid that reformatting has made it difficult to see the changes I have made. The list of commits is confusing because of all of the trouble I had with git. It is only the last few, this month, that are important. All of the others have been overwritten.

Basically I just grabbed code from elsewhere to recursively go through the root directory and subdirectories creating a list of chart files and then processing them one at a time.

I have tested the code by running all of the Region 5 NOAA charts through it.

Almost all of the charts were successfully converted although a few were not. I will send you and example when I have it.
