changing layer offsets of linked layer should adjust linked layers as well #164

Using the layer properties to adjust a layer's offsets should adjust the linked layers too.

upon review, bringing back the ability to change the canvas position which affects all layers alleviates the need for this. having the fine grained positioning option of a particular layer (independent of linked status) can be seen more as a feature

There is another option as well - simply use the crop tool. You set a custom aspect ratio to the desired image size (e.g. 1440x720 px) then simply position the crop area and 'crop image'.
