support rich text in text tool #192

Earlier versions of Seashore supported rich attributes (bold, underline, etc.) but these are not available in the latest version. This is primarily due to support editable text layers and compatibility with GIMP.

Ideally, the text would retain attributes, etc. This will probably require breaking compatibility in order to store the rich text in the file.

fixed in 3.22.

basic support has been added. filed issue #194 for better support and compatibility with gimp
