Added SWIFT_VERSION in podspec #260

Add SWIFT_VERSION setting to prevent

When use Cartography as a dependency of a swift library which is used in old objective-c project.

The target “Cartography” contains source code developed with an earlier version of Swift.

Cartography is now a Swift 4 lib, so I'm going to close this, TBH I think this is CocoaPods' responsibility to get right
