Make unanswered questions available too #109

It's a frequently asked question: Can unanswered questions be made available too? I like to be notified when an answer is published.

So these are some of the things we should do here:

[ ] Wrap question and answer in something like an dossier/case
[ ] Question/Answer can have multiple files (Sachsen sometimes has attachments in additional .pdfs, others release correction pdfs)
[ ] Files could be in multiple formats (see #100 - the EU has .doc and/or .html, sometimes .pdf - in case of .doc we have to provide an in-browser-viewable format)
[ ] Add subscription for single dossiers/cases

Questions:

How to keep URLs clean?
How to display unanswered questions on the site? search?
- Use the sum or only the answered values for page_count, contents, ...?
What happens if the reference (or title) changes from question to answer? What is used in the URL? Redirects?
How to handle thumbnails for opengraph/twitter?
Should the question files be hidden after we've got an answer?

Notes:

Look closely what OParl is doing
Store publishing date of the question and the answer. Could be helpful for finding "forgotten questions"/scraper bugs.
