Add generic Parlamentsspiegel-Export Importer #120

After Sachsen, who provide us a customized parlamentsspiegel export, now Berlin made one available too: https://www.parlament-berlin.de/de/Dokumente/Open-Data

There should be a generic importer for Parlamentsspiegel-Export files.
