BB switched systems, rewrite scraper #99

On 18. Dezember 2015 BB switched to a new pardok system: https://www.parlamentsdokumentation.brandenburg.de/starweb/LBB/ELVIS/index.html

It is still redirecting to an forbidden STARWebInactive.htm page (that happens when the starweb backend server is not reachable)
