Update the following:

black (23.10.0 to 23.10.1)
ipykernel (6.25.2 to 6.26.0)
ipython (8.16.1 to 8.17.2)
nbconvert (7.9.2 to 7.10.0)
pytest (7.4.2 to 7.4.3)

Pin intel-openmp to 2023.2.0 as new version only has windows wheels.
