Add Presence Updates to Glowbot based on Seeding Status/Server Status

• don't decrease banked seeding time unless adding to vip time is successful!
• add presence with different messages / status for a) outside seeding time window b) collecting seeding stats (# players below seeding threshold) c) seeding done (# players above seeding threshold)
• add boolean config to suppress messages to players useful when (sneakily) testing bot
• use discord timestamp formatting to get nicer, relative, dates in command messages. https://discord.com/developers/docs/reference#message-formatting-formats
• detect users that have indefinite vip and restrict commands accordingly
• comment-out reference to non-existent self in get_player_by_discord_id()
• some comments as todos / questions about the code

I tested manually by playing with VIP settings for my account.

Although I think the final file changes are likely correct I can't get the ugly changes squashed.
