Non-UTF-8 Encoding Causes Invalid byte 1 of 1-byte UTF-8 sequence #578

Attempting to put a file that is not UTF-8 encoded returns the error:

Invalid byte 1 of 1-byte UTF-8 sequence 

from SFDC.

Workbench should be converting the data to UTF-8 or at the very least warning 
users about it with corrective action to re-save their file in UTF-8.
