Create sourcegraph.md #417

On February 22, 2023, Sourcegraph implemented a tax.

This is their email:

The Sourcegraph free tier will be changing on February 22, 2023 with the release of Sourcegraph 4.5. Details and an FAQ on the change [can be found here](https://docs.sourcegraph.com/admin/free-tier). Instances upgrading to Sourcegraph 4.5+ will automatically be moved to this new free tier, and instances that stay on version 4.4 or older will not be impacted. 

We’ll be making the following changes:

* The maximum number of private repositories synced to each instance will be reduced from unlimited to 1.
* The free tier will no longer support SSO/SAML.

We apologize for any disruption this may cause. If you’re interested in upgrading to a paid version of Sourcegraph, you can [schedule a time with our team here](https://sourcegraph.chilipiper.com/book/me/casi-neff?type=free-tier-upgrade) and we’ll be happy to work with you on a plan that works for you. No action is required on your part if you’d like to stay on the new free tier.

While it sucks that they yanked the feature from the free tier, I don't think it's eligible for sso.tax – SAML is included in their cheapest paid tier, and sso.tax excludes free tiers.

Happy to be corrected if I'm missing something.
