Added ability to grab TODOs from a specific folder using the Side Bar #56

The options of "Open files only" and "Project and open files" aren't flexible enough for me, so I added the ability to grab TODOs from a specific folder using the right-click menu in the Side Bar.

I also added a .gitignore and converted todo.py to UTF-8 (giving à la the right accent mark).
