Initial changes for Cyclosis #221

Adapt binary stream and character stream code for *standard-output* and others to Cyclosis. Remove unneeded code in sicl-stream.

This PR needs s-expressionists/Cyclosis#2 and s-expressionists/Incless#2 merged concurrently.
