Travis fails due to issue where xargo cannot find target specification file #45

Currently, our CI fails due to issue in nightly compiler starting in 12-24-17

There is a workaround that will be committed in the short term. In the long term, the workaround will be removed by upgrading xargo to whichever version contains the fix.
