The LICENSE file mostly contained the standard license header for the agpl-3.0-only license. This commit adds the standard license header to the readme file under a new License header at the bottom and applies the complete text of the AGPL into the license file.
In addition to correctly applying the license, this patch will help forges such as GitHub correctly identify the license and present this information within the first page view of the project.
