Automatic Updates

The bot should be able to update without the user requiring access to the server.

• [x] The bot needs to be able to restart itself
• [ ] Check the github releases
• [ ] Backup current database
• [ ] Download and extract the latest code
• [ ] Run database migrations
• [ ] Option to automatically update via Janitor

The ability to restart the server via a command has been implemented in Snoopy. This may need moving for automated restarts.
