What's the difference between legal texts (4.1) and the official journal (4.2)? #67

Official journal is a specific set of legal texts: http://icc-cpi.int/en_menus/icc/legal%20texts%20and%20tools/Pages/legal%20tools.aspx

So why is it a separate sections? Shouldn't it be a child of legal texts? i.e. 4.1.1

Legal texts are a part of the legal journal, but the structure emerges from particular issues here. Strictly speaking the sitemap would be

4.1 Official Journal 4.1.1 Legal texts

But the majority of users are interesting in the 4.1.1 Legal texts, so they must be treated / promoted with this need in mind.
