Discussed with JL: need to make a business case and then proceed to investigate the appropriate answer.

Need to keep in mind relationship to #36 - user can subscribe to email alerts. From user's perspective it should not be confusing to sign up to alerts and/or to sign up to emails of a particular type from the ICC.
