Top navigation - where those links go - Landing layouts or sections on the home layout #73

The original idea was that there wouldn't be landing layouts. Rather the various parts of the home layout would function as entry points to each of the sections:

See how the investigations and cases link, the news link, the get involved link and the ASP link on the home layout of the ICC Alpha works to see what I mean, e.g.

But this isn't consistent nor is it perhaps the correct approach. What's everyone's thoughts about landing layouts vs sections? Currently we don't have landing layouts designed for any of the top IA sections so this is quite an important outstanding question to resolve.

After brief discussions, the snapshot approach - whereby the home layout shows views on the different sections of the top IA - seems to be a good one.

There's feedback about the order - that the order of the sections has to reflect the order of the navigation - but in general we seem to be committed to avoiding landing pages for the top IA.
