This question emerged from ICC:

How to handle publishing an update or press release in Ukrainian?

There are articles on the current site in different languages such as Arabic and Chinese, e.g. http://icc-cpi.int/en_menus/icc/press%20and%20media/press%20releases/Pages/pr1034.aspx

Questions:

Will the content item always have a version in a main site language? i.e. English / French
How can we handle the experience for the user to make it clear that there is a version in Arabic, but that there is not an entire site in Arabic?
Are there any quick and simple approaches in Sharepoint that could aggregate information in a particular language to enable us to set up a mini-site for a particular language without much effort?
