Refactor: A lot of Pano IDs are defunct/out of date #2

A lot of the streetview pano IDs are out of date/None on request. Newer street view images and labels exist however.

Is it possible to update these older labels with the new GSV label? Have the coordinates for the scene, which can be found using Google maps or the Google Maps API. Can view the new label for the GSV scene in Developer tools using the console command:
