Don't require selection #6

The default case changer for Atom does not require you select any text. If you have not selected text, it changes the case of the 'closest' word. If your cursor is "|"

|ChangeMe

Chan|geMe

ChangeMe|

would all apply the appropriate change to 'ChangeMe'

Very good point and idea, I will have to look at how https://github.com/atom/toggle-quotes is implemented, it has the exact behaviour
