game lags before displaying "End Turn" button #51

At the end of each player's setup turn the TurnPanel displays the "End
Turn" button; however there is about a 2 second lag during which the game
freezes before updating.

Oddly enough, this only happens during the setup phase.  During gameplay, the 
end
turn button appears right away.
