Add support for more fair calling of set #125

Instead of looking to see who has sent in their "set called" action first, get 
their personal time since the timer went off.  If you receive a "call set" 
action, wait 300 ms or so.  If another "call set" action is received in that 
time, compare their personal "set called" times.  Take the shorter one.

In the future, possibly base this on latency, given each player an advantage 
based on their current latency from the server.
