Port owners list -> TypeScript #87

This review ports the owners list on the item details page over to TypeScript. I think this feature was also partially broken, and now it's not.

As part of this review we also:

Updated some loading indicators to fit in with the site more
Moved the asset dependencies list back into a tab, and removed its setting for it
Added a new option to hide private inventories
