platerecognizer.vehicle_detected not being fired

i'm having an issue where the platerecognizer.vehicle_detected event is not fired. so i created a test camera with a still image of a car. the image came from a previous successful recognition at platerecognizer.com so i know it's a good image to use. my config.yaml is below. if i go into developer tools // services and trigger the image_processing.scan for the camera.test_camera i expect the event to trigger and my automation to run. but it does not. what am i missing here?
