Update CTAGS functionality #607

[Trac time 20090413 145715Z] Here's an overview of user level CTAGS functionality with a pointer to the TextMate plugin.

It would be good to use this as a template...

[Trac time 20090609 041312Z] I looked at it again and I'm doing most of this already. The textmate plugin does use CTAGS for a browser, but I'm already using scintilla for that and I'm not sure that there is that much to gain.
