Allow custom encoder settings #3

The current encoder settings for bit rate, frame rate, and resolution are determined automatically. Users should be able to specify their own settings values if they wish.

[X] Bit rate
[X] Frame rate
[X] Resolution
[X] Encoder device

Let's add the encoder device itself to that list.
