Suppress Eliza response if an issue number/url/etc has been given #3

I just want the issue title & link, not some psychoanalysis as well.

How much do you care about Eliza at all? I really only had it hooked up for test & play, but I think the point has been made?

(Trying to avoid having to order plugins and/or consider if one has "handled" the event. At least for now).

I don't care about Eliza, but it's useful to have something with a synchronous repsonse to check that the bot is still alive.
