WHIP and ERA innacurate when partial innings pitched #13

Yahoo shows a partial inning pitched as a decimal, but doesn't use real
math. One out should be 0.3 innings, but Yahoo shows 0.1. Likewise 0.2
instead of 0.7 for two outs.

When calculating ERA and WHIP, the script uses Yahoo's incorrect notation
in it's calculation, resulting in inaccurate counts. Instead, the script
should convert Yahoo's 0.1 innings to 0.3 and 0.2 to 0.7 before calculating
ERA and WHIP
