Update `protocols`, add `referee` and `playback` protocols

This PR (affects only the protocols directory):

• Add ~playback~ protocols/playback/sample.proto protocol;
• Add referee GameStatus protocol;
• Rename vision to perception and Frame to Detection;
• Update event third party's message with the latest game controller protocol;

I think we need just add an issue to review the documentation, remove unnecessary comments and improve readability.

Compatibility will be broken intentionally:

• The vision service has been renamed to perception;
• Third party protocols have been updated breaking compatibility, which we have no control over;
