Enable issues without templates

Describe the issue.

After #20, using issue templates become mandatory to create issues. However, there are some cases which these templates aren't covering, so we have 2 options:

Add a generic template that isn't a feature nor a bug;
Enable empty issues;

Describe the needed steps to reproduce the problem.

Go to: https://github.com/robocin/ssl-core/issues
Click on "New issue" button: https://github.com/robocin/ssl-core/issues/new/choose

Describe the used docker image name and tag.

Sorry for that! Had not mapped this outcome. Do you have something in mind for a generic template? I believe that a blank template would work just as intended for a generic issue template.

I agree with you, I think just enabling a blank template would be enough.
