Split hera_vision in different repositories #1

put a repository for image processing like segmentation, outline, BRIEF with ROS

I created 5 new repositories from the hera_vision split:

hera_color
hera_face
hera_object_detection
hera_vision_resources
vision_tracker_pkg

I need each person responsible for each package to revise the duplicated and unnecessary files, folders that can be merged and file paths. In order to do that, I left the repositories main branches empty and commited the files inside the "from_vision_split" branch, and created pull requests to be reviewed by each package responsible.
