Add PaliGemma documentation, update table of contents #429

Description

This PR:

  1. Adds PaliGemma reference documentation
  2. Re-orders the Table of Contents so that foundation models are more prominent
  3. Updates the licensing page to link to the canonical Roboflow licensing page
