chore: enhance pre-commit setup and correct installation instructions

Description

This PR enhances the project's development setup and improves documentation accuracy. The main changes include:

• Adding comprehensive installation instructions for contributors to CONTRIBUTING.md
• Adding a pre-commit hooks setup guide to CONTRIBUTING.md
• Updating package dependencies for pre-commit
• Integrating pyupgrade hook and run it on the project
• Updating README to align installation instructions with setup.py
