I addressed the problems that you had pointed out as follows:
A duplicate user from a different chapter is now being ignored, and an error message is being displayed for the same. I could not check for this as the users that already exist in the member's list have a username assigned to them according to the one that is received from the chapter URL, and the same is true for new users being added. But I added a check condition to handle the same and it should work fine.
If a duplicate email is being imported, and the user has not chosen to ignore it, then the row gets imported as normal.
Resolved the arguments problem
My code can import a CSV without a username column specified. A new username for every row gets generated. All the operations are handled normally on the rows with newly generated usernames.
-all print statements removed
